Huh. I tend to favour hard consonants for the names of heavies -- Brad, Doug, Traynor, Grant, things like that. My preferred technique with any name that isn't generic American is to Google "France boys names" or "Latvian girls names" and read down the resulting lists till I spot one with the right feel to it.
That's for first names, of course. For surnames, I'll often go to Wikipedia and look down the names of Famous Romanians (or whatever) for an apt-sounding name. Then I Google it to get a feeling for how common it is.
I've done that before as well, though for non-Earth I'll throw in something to make it 'familiar and not familar' by doing a mix-and-match with the first and second halves of common names, or have something almost but not quite like someone from history that brings up the right connotations. My WIP is staring back at me like a fish, so I've gone off on a plot bunny that isn't even properly attached to a story - and it's growing rather rapidly into a complete long scene that's going to be begging for a beginning and an end.
