Loads of dramatic stuff happens in this scene: River gets arrested, the Doctor attempts to save millions of lives from a plot that happens entirely in this one scene, and the Doctor is murdered. Yet somehow, I think it's going to come out boring anyway.

Do you need to be so detailed with the outline? Perhaps you do; sounds like a complicated plot. But I'm wondering if it would help to just start writing some of it now. It might be full of holes still, but you can go back and fix those, and words on a page can be great for moving you in a direction.

Now I'm going through it in chunks, expanding and then actually writing each bit of outline. I've already got nearly 3k of actual fic. It's actually working pretty well and making the words easier once I write them, it's just that I've reached That Difficult Scene.

She has nothing useful on her and starts sifting through room contents, especially piles of paper on a desk, to find something to get the lock open with. What is there that would be useful for getting out with and could plausibly hiding under a pile of papers in an office? (I'd have it be a paperclip (on a mechanical lock), but she wouldn't need to spend enough time finding one of those.)
